TO can be stressed for contrast in a sentence like, 'I'm travelling TO
London not FROM London'. We should not assume that Cornish function words
are never stressed; they have strong forms as well as weak forms.Jon

    In English, we have “to” and “too”. These have differing
    functions in sentences. The spelling distinction however is only
    a hindrance to learners. We would have been better off if we had
    just the one spelling for both.
