You are right as far as the SWF is concerned. Diacritics are not part of the
SWF spec, which is owing to chronic diacritophobia of some people involved
in the Cornish Language Revival.

No; KS regularly uses diacritical marks to indicate anomalous vowel  

quality and quantity.
