Yes. When attached there is an apostrophe, as in ha'gan, na'gan, a'gan, re'gan, i'gan, dha'gan... but when just reduced in form we write gàn, gàs, gà for the reason you note.
I did not make that recommendation to the SWF Corpus group however, as it involves the use of diacritics, and they don't want to hear about that.
