The SWF does use "i" to represent long [iː] in stressed monosyllables. But in stressed polysyllables, the SWF uses "y" sometimes for short [ɪ] and sometimes for long [iː] that alternates with [eː]. We mark this last "ÿ", as you know.
KS1 proposed "ei" for the sound which alternates, but a lot of people weren't comfortable with that.
