No, Dan. It can represent short [ɪ] or it can represent long [ɪː]~[iː] *in words which alternate with [eː] in later Cornish*. There is no *kest form of this word, so kyst is [kɪst], not *kÿst~këst.

The SWF doesn't make provision for marking anomalous vowel length.
