No. Perhaps you can blame the Icelanders, whose Þ and Ð and Ý are in Latin-1. This dates back to 1985: http://en.wikipedia.org/wiki/ISO/IEC_8859-1#History which is long before Unicode.

No. Latin-1 and Latin-8 are unrelated to Unicode, except that the first eight rows of Unicode happen to be in the same relative positions as Latin-1. But ŵ and ŷ are in the Latin Extended-A block, as are the letters used in Czech and Polish and Esperanto and Romanian and Turkish.
