I don't think this distinction is sustainable
The unstressed syllable of kegyn/kegin could be schwa:
a molleth du in gegen BM 3928
dvne thy hethas than gegen CW 2012
kî dho’n gegen, ha enna ti an kâv JCH §22
Ha po ’ryg e dhoz dho’n gegen JCH §23.

A useful distinction is that the y in lebmyn can be both ɨ and ə, but the i in kegin cannot be ə.
