That is not true. There was a period of time having to do with computer limitations that diacritics were left off of Capital letters, but it's never been the recommendation that they be left off, and pre-computer-age texts always have them. 

The classic example is

LE PRESIDENT ASSASSINE 

which could be LE PRÉSIDENT ASSASSINE or LE PRÉSIDENT ASSASSINÉ
