[Spellyans] Cornish language declared extinct by UN

It looks like they mixed op the nineteen-hundreds with the nineteenth
century for the supposed extinction for the Manx language. Also, I'd like
to know how they decide that a language has died out. Don't native
speakers, no matter how small their amount, make a language everything
except extinct?
But that set aside, the
Unesco-website<http://www.unesco.org/culture/languages-atlas/index.php>still
lists Cornish as being critically endangered. So I'm wondering about
the source for the independent-article.
