I think that's an allophone of [eː]. /e/ is [ɛ] when short and [eː] when long, but the long sound has some allophones, including some which break to [eə], if analogy to traditional English dialect in Cornwall is made.
(Nothing unusual about this; in Irish [eː] can also break to [eə] and even [iə].)
