Indeed, the two words cam 'step' and cam 'wrong' are both common in Welsh, but whereas 'ar gam' meaning 'wrongly' is also common, I have never come across 'ar gam' meaning 'at a walking pace' and have been unable to find evidence of this to support your interpretation of Cornsh 'war gamm'. But given your examples, your interpretation is not in need of such support!
