I'm the chap that first suggested <qw>.  It was used by Jordan (and by Jenner), and made rather more sense than <qu>.  Mutation of <gw> to <qu> meant altering two letters, not just the initial, and <qw> removed that problem.  It's also a graph that I've not seen in any other language, so could be argued to be exclusively Cornish.
