[Spellyans] ha versus hag

Though Simon Evans in his Middle Welsh Grammar tells us that a is used before consonants and ac before vowels. He doesn’t seem to allow any variation.
Another question is why Cornish has ha and hag rather than a and ag, particularly since ages is clearly ag ‘and’ and es ‘than’.
